Even in summer, it can still be quite chilly in the Netherlands. The water does warm up, but combined with the wind the temperature often stays below 20 degrees. That's why it's handy to have a thin but good summer wetsuit. It blocks most of the wind chill. It's also a lot safer, because even in summer the risk of hypothermia is high if something goes wrong.
